Select Board Minutes 11/26/12

7:00 PM Meeting opened.

The Select Board reviewed the Special Town Meeting warrant.  Bill motioned to approve Article 1: To see if the Town will vote to appropriate and transfer from Free Cash the sum of $8,000 to the Police Department Revolving Fund, Jeanne seconded.  All in favor.  Bill motioned to approve Article 2: To see if the Town will vote to appropriate and transfer from Free Cash the sum of $45,000 to cover an anticipated deficit for the Fiscal Year 2013 tax levy, Jeanne seconded.  All in favor.  Bill motioned to approve Article 3: To see if the Town will vote to appropriate and transfer from Free Cash the sum of $32,000 for highway department grader repairs, Jeanne seconded.  All in favor.  Bill motioned to approve Article 4: To see if the Town will vote to appropriate and transfer from Free Cash the sum of $20,000 to the Town Hall Central Air Conditioning Project, Jeanne seconded.  All in favor.  The Select Board would like written explanations for all of the articles to have at the meeting.  Bill motioned to approve and sign the warrant for the Special Town Meeting to be held on December 12, 2012 at the Becket Town Hall at 7:00 p.m., Jeanne seconded.  All in favor.

Jeanne motioned to approve the Town Administrator’s appointment of James LaPier as Wiring Inspector, Dana Spring as Assistant Wiring Inspector and Mark Levernoch as Plumbing/Gas Inspector terms to expire June 30, 2013, Bill seconded.  All in favor.

Jeanne motioned to approve the Town Administrator’s appointment of Michael Sawyer as part time police officer term to expire June 30, 2013, Bill seconded.  All in favor.

Any other business: Ginger Conner explained that two people have submitted letters of interest to become members of the Board of Health.  She and the Select Board members would vote jointly to appoint members to fill the vacancies on the Board of Health.  She advised that John Amato has submitted a letter of interest and he is familiar with the installation of septic systems since he has done this work before.  Gene Pike also submitted a letter of interest and he is familiar with the installation of wells since he has done this work before.  She also advised that if there is a need to do a Title V inspection, she belongs to the Berkshire Health Alliance and can call for help from them.  In the meantime, she needs someone to be temporarily appointed for a couple of weeks until they can appoint members to fill the vacancies.  She spoke with Town Counsel and he suggested that Nina Weiler fill in so septic systems could be approved.  Briefly discussed how long the term should be.  The Select Board does not want Nina to be on the Board of Health longer than two weeks.  Bill motioned to appoint Nina Weiler to the Board of Health term to expire December 10, 2012, Jeanne seconded.  All in favor.  The Select Board would like these vacancies put in the Country Journal so others could submit letters of interest.  Jeanne motioned to post the vacancies on the Board of Health in the Country Journal, Bill seconded.  All in favor.  Briefly discussed what should appear in the advertisement.  Also briefly discussed the Tri-Town Board of Health and the Berkshire Health Alliance and the services they provide.  Both groups will be attending future Select Board meetings to discuss this.

Briefly discussed water issues in North Becket Village.  Jeanne read a summary from the Well and Septic System Survey Report of North Becket Village prepared by Berkshire Regional Planning Commission.  This survey was conducted in December of 2010.  The BRPC has drawn up a list of recommendations that should be considered in assisting the town in its pursuit of identifying and eventually resolving the potential contamination of private drinking water sources in North Becket.  Jeanne spoke with Patricia Mullins from BRPC and she suggested the town apply for another District Local Technical Assistance grant to conduct water testing to see the extent of contaminated wells in North Becket.  Nina will make copies of the report and give each selectman a copy to review.  Jeanne motioned to pursue looking into these recommendations provided in the Well and Septic System Survey Report of North Becket Village prepared by Berkshire Regional Planning Commission dated December 2010, Bill seconded.  All in favor.

Briefly discussed how the scholarship committee functioned in the past.  Bill’s brother was the treasurer of the scholarship committee in the past but he stopped being the treasurer and John Rodhouse is now the treasurer of this committee.  Jeanne advised that she read the minutes to the meeting where it was voted to establish a scholarship committee but the town has never formally established this committee.  She would like the scholarship committee to attend the next Select Board meeting to discuss formalizing this committee.  

Briefly discussed the possibility of creating a full time Building Maintenance and Grounds Person for the care of all municipal buildings and grounds.  Bill thought about this and feels that there should be a full time custodian to maintain the town buildings and grounds.  This person could mow all of the town properties in the spring and summer and do snow removal at both fire stations as well as town hall in the winter and they could do all of the cleaning and building maintenance throughout the year.  This person could also assist the highway department with the plowing during snow storms.  

Briefly discussed the highway superintendent position.  The Select Board will need to work on the job description for this position.  Also discussed an interim highway superintendent who would fill in until they find someone for this position.

Briefly discussed having a meeting with the emergency management team.  The Select Board would like to have a plan so that when there is an emergency everyone knows what needs to be done.  Currently there is no plan for opening the town hall as a shelter because there is no one to run it.  Also they would like to discuss what plans are in place for the different subdivisions to maintain their dams, to have a contact person available during events, etc.

8:30 PM Jeanne motioned to adjourn, Bill seconded.  All in favor.
